A recent Lloyd's List article suggests that the International Transport Workers Federation may be developing its understanding of the relationship between registry type and quality.

An article reporting on a current ITF campaign to ensure the fair treatment of Wal-Mart employees this season states:

Although the ITF’s long-running flags of convenience campaign continues, the organisation now accepts that a modern ship on an offshore register is unlikely to be substandard but that, at the same time, one flying a national flag cannot be assumed to be a quality ship.

As a rule of thumb, shipping companies belonging to national shipowner associations that in turn are members of the International Chamber of Shipping, and so probably involved in regulatory and policy issues, are likely to be responsible employers regardless of where they register their ships, said [ITF general secretary designate] Steve Cotton.
